										<content:encoded><![CDATA[<p><img class=\"alignright wp-image-144373\" src=\"https://sciencescitoyennes.org/wp-content/uploads/2023/06/Nucleaire_NL-241x300.png\" alt=\"\" width=\"159\" height=\"198\" />L\&rsquo;avenir du système énergétique en France sera en débat dans les mois à venir, notamment par la considération de la future \ »Loi de programmation énergie et climat\ ». Ce choix aura des impacts importants sur des multiples aspects de la société française : énergétiques bien sûr, mais aussi industriels, sociaux et sur la manière dont nous prenons des décisions sur des enjeux complexes. Le principal enjeu du débat à venir consiste à choisir entre un futur système à 100% renouvelable, ou un système qui inclut une part importante d\&rsquo;énergie nucléaire. Du fait de la nature de l\&rsquo;énergie nucléaire, ce choix nous engagera pour une longue période : plus d\&rsquo;un siècle pour la construction et les opérations de démantèlement des réacteurs et des millénaires pour la gestion des déchets. Ainsi, ce choix implique aussi bien le principe de précaution que l\&rsquo;exigence démocratique.</p>
<p><span id="more-145222"></span>Certaines forces à gauche estiment que l\&rsquo;énergie nucléaire est essentielle pour la France, en vue des défis climatiques, industriels et d\&rsquo;indépendance nationale. Au contraire, d\&rsquo;autres forces estiment que la construction de nouveaux réacteurs nucléaires devrait être rejetée, parce que la technologie électro-nucléaire, et en particulier les EPR, est très chère, trop dangereuse, complètement dépassée, ainsi qu\&rsquo;anti-démocratique dans la manière où cette proposition est mise en avant.</p>

<p>We are writing to you as concerned civil society groups and trade unions from member states of the Energy Charter Conference, which will hold its annual meeting in Brussels over the next two days (10-11 December 2019). A first negotiation round to modernise the Energy Charter Treaty (ECT) will take place on 11 December.</p>
<p><span id="more-132575"></span></p>
<p>We – 278 environmental, climate, consumer, development, and trade related civil society groups, as well as trade unions – believe that the ECT is incompatible with the implementation of the Paris Climate Agreement, just transition policies developed together with workers and their unions, and other necessary public policy measures. The ECT has been – and will increasingly be – used by fossil fuel and nuclear energy companies to challenge government decisions to phase out such energy sources. It can also be an obstacle to prioritising investment in renewable energy and energy efficiency, to bringing energy production under public control, and to taking measures to end energy poverty. The ECT in its current form is outdated and a threat to the public interest.</p>
<p>We therefore call on you to ensure that the ECT can no longer undermine action to avoid climate breakdown, protect the environment, and make energy affordable for all. We also call on you to immediately halt the geographic expansion of the ECT to even more signatory states.</p>
<p>The ECT includes many rules – including on energy transit and trade – but the provisions protecting foreign energy investments are of particular concern. They allow foreign investors in the energy sector to directly sue ECT signatory states outside of existing courts, in secretive international tribunals consisting of three private lawyers. In these tribunals investors can claim dizzying sums of public money in compensation for government actions that they argue have affected their profits.</p>
<p>We identify six key problems with the ECT:</p>
<ol>
<li><strong>The ECT protects fossil fuel investments and infrastructure, and is used to challenge and undermine necessary climate action</strong>. Since 2017, the UK company Rockhopper has been suing Italy over a ban on new oil and gas operations near the country’s coast, claiming up to $350 million in compensation;<a href="https://www.energy-charter-dirty-secrets.org/open-letter/#_edn1" target="_blank" rel="noopener noreferrer" name="_ednref1">[1]</a> in 2017, Canadian company Vermilion threatened to sue France over a proposed law to end fossil fuel extraction, which was then significantly weakened;<a href="https://www.energy-charter-dirty-secrets.org/open-letter/#_edn2" target="_blank" rel="noopener noreferrer" name="_ednref2">[2]</a> and in autumn 2019, German company Uniper announced that it would sue the Netherlands and claim compensation if the country approved a law to phase out coal-fired power plants.<a href="https://www.energy-charter-dirty-secrets.org/open-letter/#_edn3" name="_ednref3">[3]</a> We are likely to see more ECT lawsuits against climate action in the future as governments start to develop plans for climate neutrality and a clean energy transition. There is a real risk of so called ‘regulatory chill’, where governments are discouraged from taking action when faced with massive compensation claims.<a href="https://www.energy-charter-dirty-secrets.org/open-letter/#_edn4" target="_blank" rel="noopener noreferrer" name="_ednref4">[4]</a></li>
<li><strong>The ECT puts public budgets and taxpayers’ money at incalculable risk</strong>. Private tribunals can force states to pay out billions to compensate investors, including for entirely hypothetical missed ‘future profits’ that are not compensatable under national or EU law. Under the ECT, governments have already been ordered or agreed to pay a total of more than US$51.6 billion in damages from the public purse.<a href="https://www.energy-charter-dirty-secrets.org/open-letter/#_edn5" target="_blank" rel="noopener noreferrer" name="_ednref5">[5]</a></li>
<li><strong>The ECT could threaten the promotion of renewable energy</strong>. The ECT creates a risk for those regulators who discriminate between different sources of energy.<a href="https://www.energy-charter-dirty-secrets.org/open-letter/#_edn6" target="_blank" rel="noopener noreferrer" name="_ednref6">[6]</a> This could deter governments from taking urgently-needed measures to favour renewable energy at the expense of carbon-intensive investments. In addition, the ECT neither protects investments in energy efficiency, nor other measures to reduce energy demand.<a href="https://www.energy-charter-dirty-secrets.org/open-letter/#_edn7" target="_blank" rel="noopener noreferrer" name="_ednref7">[7]</a></li>
<li><strong>The ECT can undermine environmental protection</strong>. One example is Swedish company Vattenfall’s €1.4 billion ECT legal attack from 2009 on environmental standards for a coal-fired power plant in Germany. According to officials, the amount at stake forced the local government to weaken the regulations and settle the case, exacerbating the environmental impacts that the plant will have on the local river and its wildlife.<a href="https://www.energy-charter-dirty-secrets.org/open-letter/#_edn8" target="_blank" rel="noopener noreferrer" name="_ednref8">[8]</a> In Vattenfall’s second and ongoing ECT suit against Germany, the company is claiming €6.1 billion for the country’s accelerated nuclear exit following the Fukushima disaster.<a href="https://www.energy-charter-dirty-secrets.org/open-letter/#_edn9" name="_ednref9">[9]</a> In November 2019, Australian company Aura Energy put Sweden on notice of an ECT dispute over the country’s 2018 decision to ban uranium mining over environmental and health concerns.<a href="https://www.energy-charter-dirty-secrets.org/open-letter/#_edn10" target="_blank" rel="noopener noreferrer" name="_ednref10">[10]</a></li>
<li><strong>The ECT can be used to attack measures to make energy affordable and put it under public control</strong>. Several Eastern European countries have been sued under the ECT because they took steps to curb big energy’s profits and to lower electricity prices for consumers.<a href="https://www.energy-charter-dirty-secrets.org/open-letter/#_edn11" target="_blank" rel="noopener noreferrer" name="_ednref11">[11]</a> ECT provisions can also be used against initiatives to bring energy production and services under public, democratic ownership and control, and reverse the negative impacts of failed energy privatisations.<a href="https://www.energy-charter-dirty-secrets.org/open-letter/#_edn12" target="_blank" rel="noopener noreferrer" name="_ednref12">[12]</a></li>
<li><strong>Investor-state arbitration under the ECT is at odds with the rule of law and undermines domestic legal systems</strong>. Contrary to the principle of equal access to justice, the ECT creates a parallel justice system that is exclusively available to some of the richest and most powerful actors in society: foreign investors. ECT arbitrations are highly secretive and riddled with conflicts of interest as arbitrators earn big money with cases and have an interest in sustaining the boom in ECT disputes.<a href="https://www.energy-charter-dirty-secrets.org/open-letter/#_edn13" target="_blank" rel="noopener noreferrer" name="_ednref13">[13]</a> The European Court of Justice, through its 2018 Achmea ruling, has put into question the legality of these parallel private judicial proceedings inside the European Union.</li>
</ol>
<p>Moreover, the ECT’s investor privileges do not bring the claimed economic benefits. There is currently no evidence that the agreement helps facilitate investment to reduce energy poverty, let alone investment into renewable energy.<a href="https://www.energy-charter-dirty-secrets.org/open-letter/#_edn14" target="_blank" rel="noopener noreferrer" name="_ednref14">[14]</a></p>
<p>As it stands, the modernisation process is unlikely to fix these failures. The EU’s mandate for the negotiations, for example, does not foresee an end to investment protection for fossil fuels, nor an exclusion of investment arbitration or other types of investor-state dispute settlement from the ECT.<a href="https://www.energy-charter-dirty-secrets.org/open-letter/#_edn15" target="_blank" rel="noopener noreferrer" name="_ednref15">[15]</a> Any changes to the ECT to make it compatible with the Paris Agreement would have to be agreed unanimously by all its members, many of whom are key fossil fuel producing or trading countries. Some members have already stated that they see no need to revise the ECT at all.<a href="https://www.energy-charter-dirty-secrets.org/open-letter/#_edn16" target="_blank" rel="noopener noreferrer" name="_ednref16">[16]</a></p>
<p>We therefore call on you to:</p>
<ul>
<li>Include as a condition for entering negotiations to modernise the ECT the <strong>removal of provisions that protect fossil fuels</strong>;</li>
<li>Request the <strong>removal of investor-state dispute settlement</strong> provisions from the agreement;</li>
<li><strong>Withdraw from or jointly terminate the ECT</strong>, if the modernisation process fails to promptly make the agreement climate- and environment-proof by removing investor-state dispute settlement and protections for fossil fuels;</li>
<li>Immediately <strong>put a brake on the process to expand the ECT</strong> geographically to ever new states and to not allow any treaty accessions as long as the ECT is in its current state.</li>

The revocation came after ČEZ had cut off power to the water and sanitation utilities of several Albanian towns, accumulated considerable outstanding debts to the government, and failed to meet other contractual obligations, for example, reducing energy losses and investing in the power grid. Albanians had also complained about high prices, poor service or even an absence of it, as well as power shut-downs. In addition ČEZ had faced fraud investigations by Tirana’s prosecution office including for issuing fake fines to both real and fictive customers in order to drive up its alleged losses on paper and get price hikes approved by the Albanian regulators. Albania settled the case in 2014 and agreed to pay €100 million in damages. <p>We are writing to you as concerned civil society groups and trade unions from member states of the Energy Charter Conference, which will hold its annual meeting in Brussels over the next two days (10-11 December 2019). A first negotiation round to modernise the Energy Charter Treaty (ECT) will take place on 11 December.</p>
<p><span id="more-145165"></span></p>
<p>We – 278 environmental, climate, consumer, development, and trade related civil society groups, as well as trade unions – believe that the ECT is incompatible with the implementation of the Paris Climate Agreement, just transition policies developed together with workers and their unions, and other necessary public policy measures. The ECT has been – and will increasingly be – used by fossil fuel and nuclear energy companies to challenge government decisions to phase out such energy sources. It can also be an obstacle to prioritising investment in renewable energy and energy efficiency, to bringing energy production under public control, and to taking measures to end energy poverty. The ECT in its current form is outdated and a threat to the public interest.</p>
<p>We therefore call on you to ensure that the ECT can no longer undermine action to avoid climate breakdown, protect the environment, and make energy affordable for all. We also call on you to immediately halt the geographic expansion of the ECT to even more signatory states.</p>
<p>The ECT includes many rules – including on energy transit and trade – but the provisions protecting foreign energy investments are of particular concern. They allow foreign investors in the energy sector to directly sue ECT signatory states outside of existing courts, in secretive international tribunals consisting of three private lawyers. In these tribunals investors can claim dizzying sums of public money in compensation for government actions that they argue have affected their profits.</p>
<p>We identify six key problems with the ECT:</p>
<ol>
<li><strong>The ECT protects fossil fuel investments and infrastructure, and is used to challenge and undermine necessary climate action</strong>. Since 2017, the UK company Rockhopper has been suing Italy over a ban on new oil and gas operations near the country’s coast, claiming up to $350 million in compensation;<a href=\"https://www.energy-charter-dirty-secrets.org/open-letter/#_edn1\" target=\"_blank\" rel=\"noopener noreferrer\" name=\"_ednref1\">[1]</a> in 2017, Canadian company Vermilion threatened to sue France over a proposed law to end fossil fuel extraction, which was then significantly weakened;<a href=\"https://www.energy-charter-dirty-secrets.org/open-letter/#_edn2\" target=\"_blank\" rel=\"noopener noreferrer\" name=\"_ednref2\">[2]</a> and in autumn 2019, German company Uniper announced that it would sue the Netherlands and claim compensation if the country approved a law to phase out coal-fired power plants.<a href=\"https://www.energy-charter-dirty-secrets.org/open-letter/#_edn3\" name=\"_ednref3\">[3]</a> We are likely to see more ECT lawsuits against climate action in the future as governments start to develop plans for climate neutrality and a clean energy transition. There is a real risk of so called ‘regulatory chill’, where governments are discouraged from taking action when faced with massive compensation claims.<a href=\"https://www.energy-charter-dirty-secrets.org/open-letter/#_edn4\" target=\"_blank\" rel=\"noopener noreferrer\" name=\"_ednref4\">[4]</a></li>
<li><strong>The ECT puts public budgets and taxpayers’ money at incalculable risk</strong>. Private tribunals can force states to pay out billions to compensate investors, including for entirely hypothetical missed ‘future profits’ that are not compensatable under national or EU law. Under the ECT, governments have already been ordered or agreed to pay a total of more than US$51.6 billion in damages from the public purse.<a href=\"https://www.energy-charter-dirty-secrets.org/open-letter/#_edn5\" target=\"_blank\" rel=\"noopener noreferrer\" name=\"_ednref5\">[5]</a></li>
<li><strong>The ECT could threaten the promotion of renewable energy</strong>. The ECT creates a risk for those regulators who discriminate between different sources of energy.<a href=\"https://www.energy-charter-dirty-secrets.org/open-letter/#_edn6\" target=\"_blank\" rel=\"noopener noreferrer\" name=\"_ednref6\">[6]</a> This could deter governments from taking urgently-needed measures to favour renewable energy at the expense of carbon-intensive investments. In addition, the ECT neither protects investments in energy efficiency, nor other measures to reduce energy demand.<a href=\"https://www.energy-charter-dirty-secrets.org/open-letter/#_edn7\" target=\"_blank\" rel=\"noopener noreferrer\" name=\"_ednref7\">[7]</a></li>
<li><strong>The ECT can undermine environmental protection</strong>. One example is Swedish company Vattenfall’s €1.4 billion ECT legal attack from 2009 on environmental standards for a coal-fired power plant in Germany. According to officials, the amount at stake forced the local government to weaken the regulations and settle the case, exacerbating the environmental impacts that the plant will have on the local river and its wildlife.<a href=\"https://www.energy-charter-dirty-secrets.org/open-letter/#_edn8\" target=\"_blank\" rel=\"noopener noreferrer\" name=\"_ednref8\">[8]</a> In Vattenfall’s second and ongoing ECT suit against Germany, the company is claiming €6.1 billion for the country’s accelerated nuclear exit following the Fukushima disaster.<a href=\"https://www.energy-charter-dirty-secrets.org/open-letter/#_edn9\" name=\"_ednref9\">[9]</a> In November 2019, Australian company Aura Energy put Sweden on notice of an ECT dispute over the country’s 2018 decision to ban uranium mining over environmental and health concerns.<a href=\"https://www.energy-charter-dirty-secrets.org/open-letter/#_edn10\" target=\"_blank\" rel=\"noopener noreferrer\" name=\"_ednref10\">[10]</a></li>
<li><strong>The ECT can be used to attack measures to make energy affordable and put it under public control</strong>. Several Eastern European countries have been sued under the ECT because they took steps to curb big energy’s profits and to lower electricity prices for consumers.<a href=\"https://www.energy-charter-dirty-secrets.org/open-letter/#_edn11\" target=\"_blank\" rel=\"noopener noreferrer\" name=\"_ednref11\">[11]</a> ECT provisions can also be used against initiatives to bring energy production and services under public, democratic ownership and control, and reverse the negative impacts of failed energy privatisations.<a href=\"https://www.energy-charter-dirty-secrets.org/open-letter/#_edn12\" target=\"_blank\" rel=\"noopener noreferrer\" name=\"_ednref12\">[12]</a></li>
<li><strong>Investor-state arbitration under the ECT is at odds with the rule of law and undermines domestic legal systems</strong>. Contrary to the principle of equal access to justice, the ECT creates a parallel justice system that is exclusively available to some of the richest and most powerful actors in society: foreign investors. ECT arbitrations are highly secretive and riddled with conflicts of interest as arbitrators earn big money with cases and have an interest in sustaining the boom in ECT disputes.<a href=\"https://www.energy-charter-dirty-secrets.org/open-letter/#_edn13\" target=\"_blank\" rel=\"noopener noreferrer\" name=\"_ednref13\">[13]</a> The European Court of Justice, through its 2018 Achmea ruling, has put into question the legality of these parallel private judicial proceedings inside the European Union.</li>
</ol>
<p>Moreover, the ECT’s investor privileges do not bring the claimed economic benefits. There is currently no evidence that the agreement helps facilitate investment to reduce energy poverty, let alone investment into renewable energy.<a href=\"https://www.energy-charter-dirty-secrets.org/open-letter/#_edn14\" target=\"_blank\" rel=\"noopener noreferrer\" name=\"_ednref14\">[14]</a></p>
<p>As it stands, the modernisation process is unlikely to fix these failures. The EU’s mandate for the negotiations, for example, does not foresee an end to investment protection for fossil fuels, nor an exclusion of investment arbitration or other types of investor-state dispute settlement from the ECT.<a href=\"https://www.energy-charter-dirty-secrets.org/open-letter/#_edn15\" target=\"_blank\" rel=\"noopener noreferrer\" name=\"_ednref15\">[15]</a> Any changes to the ECT to make it compatible with the Paris Agreement would have to be agreed unanimously by all its members, many of whom are key fossil fuel producing or trading countries. Some members have already stated that they see no need to revise the ECT at all.<a href=\"https://www.energy-charter-dirty-secrets.org/open-letter/#_edn16\" target=\"_blank\" rel=\"noopener noreferrer\" name=\"_ednref16\">[16]</a></p>
<p>We therefore call on you to:</p>
<ul>
<li>Include as a condition for entering negotiations to modernise the ECT the <strong>removal of provisions that protect fossil fuels</strong>;</li>
<li>Request the <strong>removal of investor-state dispute settlement</strong> provisions from the agreement;</li>
<li><strong>Withdraw from or jointly terminate the ECT</strong>, if the modernisation process fails to promptly make the agreement climate- and environment-proof by removing investor-state dispute settlement and protections for fossil fuels;</li>
<li>Immediately <strong>put a brake on the process to expand the ECT</strong> geographically to ever new states and to not allow any treaty accessions as long as the ECT is in its current state.</li>

The revocation came after ČEZ had cut off power to the water and sanitation utilities of several Albanian towns, accumulated considerable outstanding debts to the government, and failed to meet other contractual obligations, for example, reducing energy losses and investing in the power grid. Albanians had also complained about high prices, poor service or even an absence of it, as well as power shut-downs. In addition ČEZ had faced fraud investigations by Tirana’s prosecution office including for issuing fake fines to both real and fictive customers in order to drive up its alleged losses on paper and get price hikes approved by the Albanian regulators. Albania settled the case in 2014 and agreed to pay €100 million in damages. <p><span >Réduire nos importations de pétrole, charbon et gaz (plus de 1000 € par Français et par an !) qui creusent le déficit commercial.</span></p>
<p><span >Sécuriser notre accès à l’énergie car consommer mieux et moins, recourir aux énergies renouvelables, c’est garantir un avenir moins dépendant des risques géopolitiques.</span></p>
<p><span >Limiter le risque de catastrophes aux effets irréversibles tels un accident technologique majeur (nucléaire, chimique ou pétrolier) ou un dérèglement climatique hors de tout contrôle.</span></p>
<p><span >En finir, enfin, avec le fléau de la précarité énergétique.</span></p>
<p><span >Voilà ce que changer notre façon de consommer et de produire de l’énergie peut nous procurer :<b> la transition énergétique </b><b>n’est pas une contrainte, c’est une chance</b><b> !</b></span></p>

<p><span >Or cette chance est déjà en germe dans un formidable bouillonnement d’initiatives : partout nos concitoyens et de très nombreux acteurs sont prêts à s’y engager.</span></p>
<p><span >C’est maintenant au gouvernement et aux parlementaires de prendre leurs responsabilités. Les seules déclarations d’intentions ne suffisent plus : face à la gravité des enjeux, toute inaction serait une faute dont notre génération serait tenue pour responsable.</span></p>
<p><span >Il y a urgence à agir, et la Loi sur la Transition Énergétique en est l’occasion. Mais celle-ci ne produira une impulsion décisive que si elle se fonde sur des principes forts :</span></p>

<li><span ><b>Privilégier l’avenir</b> et non d’illusoires profits à court terme.</span></li>
</ul>
<ul>
<li><span ><b>Miser sur les économies d’énergie</b> : grâce à la sobriété et l’efficacité, nous pouvons – et nous devons – réduire de moitié nos consommations d’énergie.</span></li>
<li><span ><b>Désinvestir progressivement les énergies qui nous mettent sous dépendance</b>, <b>polluantes et épuisables</b> (pétrole, charbon, gaz fossile, uranium), <b>afin d’</b><b>e</b><b>ntrer résolument dans l’ère des renouvelables</b>. La France en dispose en abondance, récoltons-les, dans le respect de la biodiversité !</span></li>
<li><span ><b>Réorienter la fiscalité</b><b>et les outils de financement</b> vers la transition énergétique et l’économie réelle.</span></li>
<li><span ><b>Sensibiliser, éduquer, former </b>à de nouveaux métiers,pour donner du sens et des ressources à ce formidable chantier pour l’avenir.</span></li>
<li><span ><b>Libérer les initiatives, l’autonomie, la participation des citoyens et</b><b> des entreprises</b> à partir des territoires. S’appuyer sur une recherche renforcée.</span></li>
<li><span ><b>Renforcer le rôle des collectivités </b>pour la mise en œuvre de la transition énergétiqueau plus près des territoires</span></li>
<li><span ><b>Permettre à chacun de bénéficier d’une transition énergétique juste </b>: nos concitoyens en précarité ont aussi droit à l’accès à l’énergie et à la performance énergétique.</span></li>
</ul>
<p><span >Ce n’est qu’à ces conditions que la loi permettra de façonner un nouveau paysage de l’énergie, plus solidaire et plus juste, dégagé des fardeaux accumulés par le modèle énergétique existant : si l’énergie est une large part de nos problèmes, elle est aussi au cœur de nos solutions.</span></p>

<p style="text-align: left;" align="center">Depuis les débuts de l’époque indus­trielle, une par­tie de l’humanité s’est érigée en force géo­physique toute-puissante, au point qu’aujourd’hui tous les cycles de la biosphère sont mod­i­fiés par les activ­ités humaines. L’Anthropocène, qui désigne une péri­ode géologique nou­velle liée à la com­bus­tion de char­bon, de pét­role et d’uranium dans les machines ther­miques, s’illustre par des boule­verse­ments et une accéléra­tion sans précé­dent. Au point qu’aujourd’hui, tous les cycles de la biosphère sont mod­i­fiés par les activ­ités humaines — cycle du car­bone, de l’eau, du phos­phore, six­ième crise d’extinction de la bio­di­ver­sité… La Terre sort de la zone de sta­bil­ité de l’Holocène qui a vu s’épanouir les civil­i­sa­tions. Pourra-t-on éviter l’impasse de l’Anthropocène ? Quel sujet cos­mopoli­tique et quelles résis­tances cette péri­ode fait-elle émerger ?</p>

<p>Trois jours avant la présentation officielle du rapport de la Commission Energies 2050 mise en place le 11 octobre 2011 par le ministre de l’industrie Eric Besson, la publication par ses services d’un petit document de 7 pages intitulé « Enseignements préliminaires du rapport Energies 2050 » <sup class='footnote'><a href='#marker-21319-1' id='markerref-21319-1' onclick='return footnotation_show(21319)'>1</a></sup> met en évidence la tentative de manipulation grossière de l’opinion mise en place par le Gouvernement avec l’aide (volontaire ou non) de la Commission Energies 2050.</p>
<p>Ce petit document, joliment illustré d’arbres verts, réussit dans les 7 pages qui le composent à éviter les mots clés du débat énergétique engagé à l’occasion des présidentielles :<span id="more-21319"></span></p>
<ul>
<li>Le mot de sûreté du parc nucléaire n’y apparaît jamais, alors que c’est évidemment un point majeur du débat. Manifestement, la catastrophe de Fukushima ne s’est jamais produite&#8230;</li>
<li>Le mot d’économie d’électricité n’y figure pas non plus alors qu’il est une composante majeure des stratégies alternatives présentées par l’opposition à la stratégie de poursuite du nucléaire.</li>
<li>Le mot de facture électrique pour l’usager n’y figure pas non plus, permettant ainsi de réduire le débat à la comparaison des coûts de production d’électricité (le coût du kWh) et « d’oublier » que la facture électrique est le produit d’un coût au kWh par une quantité d’électricité.</li>
</ul>
<p>Ces éléments de « non langage » permettent à Eric Besson de réduire pratiquement la question de la transition énergétique à celle de la production d’électricité, au sein de laquelle il ne s’intéresse qu’au nucléaire, et de justifier le choix d’une prolongation de la durée de vie du parc actuel au nom de considérations économiques tronquées et au mépris total de considérations de sûreté et de sécurité nucléaires.</p>
<p>Global Chance avait dénoncé dès le 27 janvier dernier dans une analyse critique du rapport préliminaire de la Commission <sup class='footnote'><a href='#marker-21319-2' id='markerref-21319-2' onclick='return footnotation_show(21319)'>2</a></sup> les prémisses d’une telle dérive en déclarant :</p>
<p><em>« Ce document est un exercice de médiocre qualité, biaisé par des erreurs factuelles, des non dits, des hypothèses implicites et des omissions majeures, sans aucune analyse de cohérence, ni aucun recul par rapport aux études analysées. Il distille ça et là des affirmations non étayées qui relèvent plus de partis pris ou d’opinions subjectives que de jugements objectifs. Cette complaisance et cette médiocrité méthodologique nuisent gravement aux conclusions qui sont ainsi suggérées, sinon proposées aux pouvoirs publics pour une politique énergétique à long terme de la France. »</em></p>
<p>Global Chance dénonce cette tentative de manipulation irresponsable de l’opinion, qui s’appuie sur les conclusions d’un rapport médiocre partial et bâclé.</p>
<p>Nos concitoyens sont en droit d’attendre un débat argumenté sur les questions énergétiques et non pas une « communication gouvernementale » partisane, gommant délibérément les préoccupations légitimes de sûreté nucléaire et de sécurité qu’ils expriment et les questions principales de la transition énergétique.</p>

										<content:encoded><![CDATA[<p>Il est vachement réglo, ce scientifique. L’astrophysicien Willie Soon s’est illustré ces dernières années par une série de travaux qui dédouanent l’homme de son rôle dans le réchauffement climatique, mais aussi conteste l’idée d’un problème sanitaire avec les émissions de mercure des centrales à charbon, conteste tout impact de l’évolution climatique sur les populations d’ours blancs… De quoi agacer Greenpeace, qui a profité de la loi sur la liberté d’accès à l’information pour <a title="Reuters" href="http://www.reuters.com/article/2011/06/28/us-usa-climate-skeptic-idUSTRE75R2HD20110628" target="_blank" rel="noopener">enquêter sur les financements du chercheur</a>. Devinez-quoi, ce sont les producteurs d’énergie fossile qui ont le plus contribué au fonctionnement de son laboratoire ces dernières années: le charbonnier Southern, les frangins Koch, Exxon Mobil… Bref, le gars est fiable, tu le paies, et il te renvoie l’ascenseur. Et comme il mange à tous les rateliers, il a expliqué qu’il reste indépendant de ses sources de financement, et qu’il serait même prêt à accepter de l’argent de Greenpeace pour financer ses recherches…</p>

										<content:encoded><![CDATA[<p>de Jacques Testart, Agnes Sinaï et Catherine Bourgain. Cet ouvrage a reçu le <strong>Prix du livre de l&rsquo;environnement de l&rsquo;Isère </strong>en juin 2011. Il est issu des <a href="https://sciencescitoyennes.org/DSP">Dialogues « Sciences Planète »</a>, cycle de débats organisé par la FSC entre octobre et décembre 2007 (Université citoyenne des savoirs pour une planète vivable en 2030).<span id="more-18971"></span></p>
<p>La situation actuelle de la planète et celle des humains qui l’habitent, décrite partout comme inquiétante, n’est pas une péripétie banale de l’histoire.<br />
L’humanité intervient désormais de façon majeure sur sa nature propre, sur son évolution et sur l’ensemble de la biosphère. Cette situation interroge la recherche scientifique et technique.Pour autant, les acteurs de la technoscience n’ont aucune légitimité à définir seuls les programmes. Pourquoi autant d’investissements pour les plantes transgéniques et aussi peu pour les méthodes culturales écologiques ? Pourquoi les thérapies géniques et pas plus de recherches sur les maladies contagieuses des pays du Sud ou sur l’impact des nouvelles molécules chimiques ? Pourquoi de nouvelles machines nucléaires et pas plus de recherches sur la relocalisation de l’économie ?Ce que sera le monde demain dépend de ce qui se passe aujourd’hui dans les laboratoires.<br />
C’est pourquoi les orientations scientifiques comme les développements technologiques ne peuvent plus être laissés entre les mains de quelques spécialistes, ni pilotés par les seuls désirs de profit ou de puissance.L’heure est à une mobilisation des consciences et un dialogue renouvelé entre scientifiques et citoyens.</p>
<p>Jacques Testart est biologiste, directeur de recherche honoraire à l’Inserm, président de la Fondation Sciences citoyennes. Il est notamment l’auteur de Le Désir du gène (Flammarion, 1994) et Le Vélo, le mur et le citoyen : que reste-t-il de la science ? (Belin, 2006).</p>
<p>Agnès Sinaï est journaliste environnementale, maître de conférence à Sciences-Po Paris, membre du comité de rédaction de la revue Entropia.</p>
<p>Catherine Bourgain est chargée de recherche en génétique humaine à l’Inserm, secrétaire de la Fondation Sciences citoyennes.</p>
