										<content:encoded><![CDATA[<p>L’École de Printemps « Climat, agriculture, les enjeux de demain. L’arbre et la prairie, l’agroforesterie » aura lieu les 2 et 3 juin 2021 en visioconférence (programme ci-dessous). Cet événement impliquera des acteurs de différents profils, à l’aide de méthodologies participatives,<span id="more-141515"></span> dans le but d’élaborer ensemble des pistes d’actions locales autour des enjeux climatiques et du rôle que peuvent jouer l’agroforesterie et la haie pour répondre à ces enjeux cruciaux.</p>

<p>Cette École de Printemps s’inscrit dans le cadre du <a href="https://terrifica.eu">projet européen TeRRIFICA</a> sur la co-création d’actions pour l’atténuation du changement climatique et l’adaptation à ses effets. Il consiste notamment en l&rsquo;utilisation d’un <a href="http://climatoscopie.terrifica.eu">outil de cartographie participative</a> dans le but d’effectuer des relevés d’effets du climat constatés. Sur cette base, les partenaires du projet TeRRIFICA animent dans chacune des régions concernées un processus multi-acteurs visant la co-élaboration de pistes d’action. Celles-ci permettront de remédier aux problèmes constatés et de reproduire des bonnes pratiques mises en place sur des territoires donnés.</p>

En France, ce travail est piloté par l&rsquo;association <a href="https://sciencescitoyennes.org">Sciences Citoyennes</a>. L&rsquo;activité est centrée sur l’agroforesterie et couvre le Grand-Ouest (Bretagne, Pays de la Loire et Normandie). Pour la région Normandie, nous avons concentré nos efforts sur l’enseignement agricole et collaborons avec la DRAAF Normandie, les Chambres d&rsquo;agriculture de Normandie et des lycées agricoles normands.</p>
<p>Pour ancrer ces réflexions et pistes d’action dans le territoire, nous pensons indispensable de rassembler l’ensemble des acteurs concernés par cette thématique. Il nous semble également important d’ouvrir nos échanges à toutes les initiatives lancées sur d’autres territoires qui pourront nourrir cette réflexion collective.</p>

The event was hosted at the Economic Social and Environmental Council (CESE) and the Fondation Charles Léopold Mayer.</p>
<p>Sciences Citoyennes organized both activities within the framework of the H2020<a href="https://terrifica.eu" target="_blank" rel="noopener noreferrer"> TeRRIFICA project</a>, whereby eight European institutions work together to foster competence for climate change adaptation and mitigation in different European regions with a specific focus on Responsible Research and Innovation.</p>
<p><span id="more-140887"></span></p>
<p>The <strong>Conference “Citizens Convention, taking democracy seriously”</strong> was held on October 14th 2019 at the Economic Social and Environmental Council (CESE), in the framework of the European project on co-creation of climate action, TeRRIFICA – Territorial Responsible Research and Innovation Fostering Innovative Climate Action.</p>
<p>Citizens Assembly in Ireland; Emmanuel Macron’s announcement of a Convention Citoyennes on ecological transition; environmental organizations’ demands for a Citizen Assembly on climate and ecological justice; digital democracy promises… There are a number of demands for citizens’ voice to be at the heart of policy-making. However, what kind of participatory democracy procedure could best respond to this demand? What are the key conditions for such a procedure to be really democratic and take into account the informed view of citizens?</p>
<p><a href="https://sciencescitoyennes.org/wp-content/uploads/2019/11/IMG_7562.jpg"><img decoding="async" class="size-medium wp-image-130646 alignleft" src="https://sciencescitoyennes.org/wp-content/uploads/2019/11/IMG_7562-300x225.jpg" alt="IMG 7562 300x225" width="300" height="225"  title="Citizens’ Conventions, Taking Democracy Seriously" /></a>For more than ten years, Sciences Citoyennes and the Observatory of Participatory Practices within Research and Innovation have developed a detailed rigorous procedure that fosters informed expression of citizen opinions, based on multiple contradictory expertise. This method is named “<strong>Citizens’ Conventions</strong>”.</p>
<p>Patrick Bernasconi – CESE President – introduced the Conference and reminded the Council’s democratic and institutional innovations. Norbert Steinhaus – TeRRIFICA project coordinator – introduced how the project aims at demonstrating the citizens’ engagement in order to locally act for mitigating and adapting climate change is part of the solution.</p>

<p>Two experts of the Citizens Convention replied to the question: What are Citizens’ Conventions &amp; what are the minimal conditions for this procedure to be legitimate? Dominique Rousseau – Professor of Constitutional law – talked of the legitimity of Citizens Convention, as one of the tools towards a “continuous democracy”, and the necessity of write this tool in the Constitution. Marie-Angèle Hermitte – Honorary Director at the CNRS and the EHESS – shared her extended experience of participative procedures, pointing out the failures and how to avoid them at each important step, for instance that the public authority organizing the procedure should be able to apply recommendations from the panel.</p>

<p>The conference then took a bigger perspective to reflect on similar approaches in Europe. Pauline Véron – Deputy of Paris Mayor in charge of local democracy, citizen participation – introduced participatory processes in Paris such as citizens’ conferences and the will of the city to go further, but also pointed out the reluctance of some politicians towards citizens’ voice. Dimitri Courant – researcher in political science at the Lausanne University (IEP) and Paris-VIII-Saint-Denis University (CRESPPA) – listed various current procedures and their differences, then introduced more in detail Irish Citizens Assemblies, and concluded on the issue of institutionalization.</p>

<p>Finally, Jacques Testart – honorary president of Sciences Citoyennes – reminded the objective of the Citizens Conventions, defining the common good, and the capacity of citizens to give their best with empathy and intelligence in this procedure, a phenomena called <em>humanitude</em>.</p>
<p>The debate raised the questions of decision-making power of citizens, and the issue of inclusion of marginalized and foreign citizens. The thinking on Citizens Convention went on with TeRRIFICA partners, with the main question being: how to implement Citizens’ Conventions at several territorial scales, in order to tackle climate change? Thanks to the Scenario-Workshop methodology, participants developed utopian and pragmatic scenarios, and especially worked on the notions of citizen participation, institutionalization; the different territorial scales: diversity, inclusion and respect of knowledge; and finally empowerment.</p>

										<content:encoded><![CDATA[<p>Grâce au soutien de la <a href="https://www.fondationdefrance.org/fr">Fondation de France</a>, Sciences Citoyennes expérimente depuis 2016 un dispositif appelé tiers-veilleur, initialement développé par le <a href="http://www.programme-repere.fr">programme REPERE</a> du ministère de l&rsquo;Écologie, dont les expériences sont notamment relatées dans<a href="http://www.programme-repere.fr/production-repere/seminaires/" target="_blank" rel="noopener noreferrer"> les synthèses des séminaires</a>. L&rsquo;objectif est d&rsquo;accompagner la co-construction des savoirs dans les projets de recherche participative. L’association publie aujourd’hui une <em><strong>Note sur l’accompagnement de la recherche participative</strong>, </em>visant à exposer la raison d’être du dispositif tiers-veilleur<em>, </em>relater quelques expériences d’accompagnement de la recherche participative et proposer des premières recommandations sur les missions et le cadre d’action du tiers-veilleur.</p>

<p>Si l’association Sciences Citoyennes promeut depuis 2002 <a href="https://sciencescitoyennes.org/rptextescontenusreference-2/" target="_blank" rel="noopener noreferrer">la recherche participative</a>, c’est qu’elle est convaincue du bien-fondé de ce mode de production des savoirs – remise en cause des dominations des savoirs, démocratisation des sciences, production de savoirs utiles à l’action qui n’auraient pu être obtenus autrement… Toutefois, la co-construction d’une recherche n’est pas sans défi, et l’association en est bien consciente. Qu’ils soient dus au manque de soutien institutionnel et financier, aux différences de langages et cultures entre le monde de la recherche et le monde associatif, le nécessaire temps long de construction des collectifs, de nombreux défis sont <a href="https://sciencescitoyennes.org/wp-content/uploads/2013/05/FSC-recherche_participative-FdF.pdf" target="_blank" rel="noopener noreferrer">mentionnés</a>. La recherche participative nécessite parfois un accompagnement.</p>

<p>Sciences Citoyennes a ainsi pu expérimenter concrètement l’accompagnement de la recherche participative en apportant un appui au processus de co-construction de trois collectifs de recherche, inscrits dans le programme <em>Écosystèmes, agricultures et alimentation </em>de la Fondation de France. Un Comité Scientifique, réunissant des experts de la recherche participative, a permis de débattre, critiquer et améliorer ce travail d’accompagnement et de réfléchir sur un cadre plus général.</p>
<p>Cette expérimentation, ainsi que d’autres initiatives ont pu être partagées lors d&rsquo;un <a href="https://sciencescitoyennes.org/co-construction-du-role-du-tiers-veilleur-synthese-de-seminaire/" target="_blank" rel="noopener noreferrer">Séminaire, fin 2018</a> rassemblant de nombreux acteurs de la recherche participative dans le but de co-construire le rôle du tiers-veilleur. Ce travail nous a permis de rédiger une note de synthèse : <i>« Le tiers-veilleur: un acteur de la recherche participative. </i><em>Note sur l’accompagnement de la recherche participative ». </em>Celle-ci tente de proposer une analyse et des recommandations concernant l’accompagnement de la recherche participative par un tiers-veilleur : sa raison d’être, ses missions, ses outils, les points de vigilance.</p>

										<content:encoded><![CDATA[<p>Grâce au soutien de la <a href=\"https://www.fondationdefrance.org/fr\">Fondation de France</a>, Sciences Citoyennes expérimente depuis 2016 un dispositif appelé tiers-veilleur, initialement développé par le <a href=\"http://www.programme-repere.fr\">programme REPERE</a> du ministère de l\&rsquo;Écologie, dont les expériences sont notamment relatées dans<a href=\"http://www.programme-repere.fr/production-repere/seminaires/\" target=\"_blank\" rel=\"noopener noreferrer\"> les synthèses des séminaires</a>. L\&rsquo;objectif est d\&rsquo;accompagner la co-construction des savoirs dans les projets de recherche participative. L’association publie aujourd’hui une <em><strong>Note sur l’accompagnement de la recherche participative</strong>, </em>visant à exposer la raison d’être du dispositif tiers-veilleur<em>, </em>relater quelques expériences d’accompagnement de la recherche participative et proposer des premières recommandations sur les missions et le cadre d’action du tiers-veilleur.</p>

<p>Si l’association Sciences Citoyennes promeut depuis 2002 <a href=\"https://sciencescitoyennes.org/rptextescontenusreference-2/\" target=\"_blank\" rel=\"noopener noreferrer\">la recherche participative</a>, c’est qu’elle est convaincue du bien-fondé de ce mode de production des savoirs – remise en cause des dominations des savoirs, démocratisation des sciences, production de savoirs utiles à l’action qui n’auraient pu être obtenus autrement… Toutefois, la co-construction d’une recherche n’est pas sans défi, et l’association en est bien consciente. Qu’ils soient dus au manque de soutien institutionnel et financier, aux différences de langages et cultures entre le monde de la recherche et le monde associatif, le nécessaire temps long de construction des collectifs, de nombreux défis sont <a href=\"https://sciencescitoyennes.org/wp-content/uploads/2013/05/FSC-recherche_participative-FdF.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">mentionnés</a>. La recherche participative nécessite parfois un accompagnement.</p>

<p>Ce second workshop portera sur les Indicateurs-Clés de Performance en lien avec les actions contre le changement climatique. Les six régions pilotes TeRRIFICA en Allemagne, Biélorussie, Espagne, France, Pologne et Serbie seront présentes autour de thématiques communes: air, agriculture, eau et température.</p>
<p>Ce workshop est organisé par le Center for the Promotion of Science dans le cadre du projet H2020, TeRRIFICA, dans lequel huit organisations européennes travaillent ensemble pour favoriser les actions d&rsquo;atténuation et d&rsquo;adaptation au changement climatique dans différentes régions européennes, avec un prisme par la Recherche et l&rsquo;Innovation Responsable.</p>

<p>After a successful <a href="https://terrifica.eu/europe-defies-climate-change-kick-off-meeting-of-the-terrifica-project/" target="_blank" rel="noopener noreferrer">1st TeRRIFICA Reflective Workshop</a>, TeRRIFICA will hold the <strong>2nd TeRRIFICA Reflective Workshop at theNational Assembly of the Republic of Serbia on July 10th and 11th.</strong></p>

<p>This workshop is part of the <a href="https://eu.cpn.rs/en/science-meets-parliaments/" target="_blank" rel="noopener noreferrer">‘Science Meets Parliaments’</a> event organized for the first time in Serbia by the Center for the Promotion of Science in collaboration with the Ministry of Education, Science and Technological Development, and under the patronage of the Joint Research Centrе(JRC) of the European Committee.</p>

<p>This second workshop will focus on <strong>Key Performance Indicators (KPIs) </strong>and its meaning for climate action. In this workshop, we will prove for stakeholder perspectives onwhat ‘sucess’ looks like for this kind of initiative in as much details as possible. Theworkshop will be facilitated in a manner similar to the first reflective workshop, as a series of concurrent focus groups with partner representatives as moderators. The discussions will be used as data pool for the identification of potential indicators that</p>

<p>are not already accounted for in the MoRRI indicators or other existing metrics considered for use in the project. This discussion will be analysed systematically to identify additional variables and KPIs that could be defined based on this bottom-up perspective from stakeholders. <p>The <a href="https://terrifica.eu/who-we-are/" target="_blank" rel="noopener noreferrer">TeRRIFICA team</a> will meet the day after to the workshop to celebrate an internal Consortium meeting. Representatives from the consortium institutions, together with members of the TeRRIFICA Advisory Boards, will gather in the premises of the Center for the Promotion of Science in Belgrade.</p>
<h4><strong>What is MoRRI?</strong></h4>
<p>MoRRI is EC-funded project that developed a monitoring system to show the evolution and benefits of RRI across EU member states. MoRRI</p>
<p>focused on the EC conception of RRI (namely an operational package consisting of six dimensions: gender equality, science literacy and science education, open access, public engagement, ethics and governance). In and across these dimensions MoRRI identified a number of monitoring indicators. This was achieved through workshops, multiple surveys, and a series of case studies alongside desk-based research and othermethods. The MoRRI project’s outputs are a significant source of evidence on the benefits of all aspects of RRI for society, the economy and science itself.</p>

<p>The EU funded project TeRRIFICA (Territorial Responsible Research and Innovation Fostering Innovative Climate Action) with its network partners in six regions of Europe will seek for best practice and identify the approaches that are already in place to mitigate climate change and adapt to its effects.</p>
<p>In a trans-disciplinary partnership, TeRRIFICA involves six European countries, bringing together three research institutions, three non-profit organisations, one public association of universities and one public institution for science promotion. TeRRIFICA is led by WILA Bonn (Bonn, Germany) and the TeRRIFICA consortium is composted by the Rhine-Waal University (Kleve, Germany), the Education for Sustainable Development Association (Minsk, Belarus), the Center for the Promotion of Science (Belgrade, Serbia), the University of Vechta (Germany), the Adam Mickiewicz University (Poznan, Poland), Sciences Citoyennes (Paris, France) and the Catalan Association of Public Universities (Barcelona, Spain). <p>Ce second workshop portera sur les Indicateurs-Clés de Performance en lien avec les actions contre le changement climatique. <p>After a successful <a href=\"https://terrifica.eu/europe-defies-climate-change-kick-off-meeting-of-the-terrifica-project/\" target=\"_blank\" rel=\"noopener noreferrer\">1st TeRRIFICA Reflective Workshop</a>, TeRRIFICA will hold the <strong>2nd TeRRIFICA Reflective Workshop at theNational Assembly of the Republic of Serbia on July 10th and 11th.</strong></p>

<p>This workshop is part of the <a href=\"https://eu.cpn.rs/en/science-meets-parliaments/\" target=\"_blank\" rel=\"noopener noreferrer\">‘Science Meets Parliaments’</a> event organized for the first time in Serbia by the Center for the Promotion of Science in collaboration with the Ministry of Education, Science and Technological Development, and under the patronage of the Joint Research Centrе(JRC) of the European Committee.</p>

<p>This second workshop will focus on <strong>Key Performance Indicators (KPIs) </strong>and its meaning for climate action. In this workshop, we will prove for stakeholder perspectives onwhat ‘sucess’ looks like for this kind of initiative in as much details as possible. Theworkshop will be facilitated in a manner similar to the first reflective workshop, as a series of concurrent focus groups with partner representatives as moderators. The discussions will be used as data pool for the identification of potential indicators that</p>

<p>are not already accounted for in the MoRRI indicators or other existing metrics considered for use in the project. This discussion will be analysed systematically to identify additional variables and KPIs that could be defined based on this bottom-up perspective from stakeholders. <p>The <a href=\"https://terrifica.eu/who-we-are/\" target=\"_blank\" rel=\"noopener noreferrer\">TeRRIFICA team</a> will meet the day after to the workshop to celebrate an internal Consortium meeting. Representatives from the consortium institutions, together with members of the TeRRIFICA Advisory Boards, will gather in the premises of the Center for the Promotion of Science in Belgrade.</p>
<h4><strong>What is MoRRI?</strong></h4>
<p>MoRRI is EC-funded project that developed a monitoring system to show the evolution and benefits of RRI across EU member states. MoRRI</p>
<p>focused on the EC conception of RRI (namely an operational package consisting of six dimensions: gender equality, science literacy and science education, open access, public engagement, ethics and governance). In and across these dimensions MoRRI identified a number of monitoring indicators. This was achieved through workshops, multiple surveys, and a series of case studies alongside desk-based research and othermethods. The MoRRI project’s outputs are a significant source of evidence on the benefits of all aspects of RRI for society, the economy and science itself.</p>

<p>“Climate change is the defining challenge of our time. Mitigating its impacts and adapting to changes already taking place or impossible to avoid will require fundamental changes to societies and behaviours all over the world – as well as scientific breakthroughs, both technological and social” (Climate Change Adaptation &#8211; Directorate-General for Research and Innovation, European Commission). It is in this context the TeRRIFICA project emerges and organizes its 1stTeRRIFICA Online Conference. How can people have an impact on climate adaptation and mitigation? How can co-creation and participatory methodologies be implemented into climate action? These and other questions will be discussed during the event.</p>
<p>The Conference will start with the expert talk on co-creation given by <a href="https://www.research.manchester.ac.uk/portal/angela.connelly-2.html" target="_blank" rel="noopener noreferrer">Dr. Angela Connelly</a> (University of Manchester). Her work relates to climate change adaptation, particularly around the understanding climate risk and the opportunities and constraints offered by new technologies. She works in a co-creative manner with other disciplines and local and national policymakers. More recently, she has become interested in exploring transdisciplinary knowledge practices relating to environmental change through, for example, exploring arts-based sustainability approaches and how they can contribute to the creation of inclusive urban visions.</p>

<p>The Conference will also highlight examples of good practices from six pilot regions in Belarus, France, Germany, Poland, Serbia and Spain that combine co-creation processes with climate change adaptation and mitigation strategies. 										<content:encoded><![CDATA[<p><em>Le premier séminaire du projet européen TeRRIFICA s&rsquo;est tenu à Bonn (Allemagne) les 4 et 5 février 2019. Huit organisations européennes ont commencé à travailler au renforcement des compétences à propos du changement climatique dans différentes régions européennes, dans le contexte de la Recherche et de l&rsquo;Innovation Responsables (RRI). Le projet s&rsquo;insère dans l&rsquo;Agenda pour le Développement Durable 2030 des Nations Unies et ses Objectifs de Développement Durable, qui permet un vision globale partagée vers un développement durable.</em></p>

<p>The TeRRIFICA kick-off meeting has connected for the first time the members of eight institutions across Europe, and has provided an extensive overview of the project’saims and objectives for the upcoming three years and a half. During the meeting, hosted by Wissenschaftsladen Bonn Monday and Tuesday 4th and 5th February, the different institutions have discussed the different phases of the project and sharpened thematic focuses, timelines, and strategies.</p>

<p>TeRRIFICA, standing for Territorial Responsible Research and Innovation fostering Innovative Climate Action, will foster competence for climate change adaptation in different European regions, specifically in Belarus, France, Germany, Poland, Serbia and Spain. The project will set up tailored roadmaps and key performance indicators for the implementation of the developed methodologies Members of the TeRRIFICA Consortium and climate change adaptation activities.</p>
<p>All participants have shared with their colleagues their role in the project, which included besides others <strong>thematic approaches, content definitions and implementation strategies, co-creation and stakeholder involvement, monitoring, validation and evaluation for the knowledge transfer and a communication and dissemination plan</strong>, amongst others.</p>
<h4>TeRRIFICA embedding the United Nations Sustainable Development Goals</h4>
<p>Still, after years of tackling urgent issues of climate change, the adaptation to its consequences and impacts is a less considered topic. This comes along as a serious context for Responsible Research and Innovation (RRI) tools reaching out to the issue of climate action. Climate change and RRI are a crosscutting issue, playing on the same ground as the United Nations Sustainable Development Goals. TeRRIFICA will focus its territorial RRI approach on climate change adaptation, directly addressing specific Sustainable Development Goals, such as Quality Education, Clean Water and Sanitation, Affordable and Clean Energy, Sustainable Cities and Communities, Responsible Production and Consumption, Climate Action, Life on Land and Partnerships for the Goals.</p>
<p>The TeRRIFICA team met the following day to the kick-off meeting to celebrate the <strong>first reflective workshop,</strong> attended by 22 representatives of regional and national administration and policy, research institutes, companies, NGOs, universities and CSOs currently involved in climate change related topics in their countries.</p>
<p>This first workshop in Bonn addressed RRI and its meaning for climate action and adaptation. What are the drivers and barriers of implementation, risks, opportunities and challenges? How is the current situation on your country concerning climate adaptation actions? These and other issues were addressed to contribute to the identification of regional needs and priorities and the co-design of the climate change adaptation plans of TeRRIFICA.</p>
<p>One of the forthcoming activities organized by TeRRIFICA will be the <strong>2nd TeRRIFICA Reflective Workshop</strong>, which will focus on <strong>indicators</strong> and will be hosted<strong> in July 2019 in Belgrade (Serbia)</strong>.</p>
